Community Notice: Understanding the Tutungeni Service Fees and Tariffs

RoshSkor Township was established to ensure excellent town services for current and future inhabitants and investors of Rosh Pinah, whilst fostering a conducive community and business environment. RoshSkor offers the following services to the residents of Rosh Pinah in the absence of a local authority office, Water, Electricity, Sanitation & refuse Removal and provision of plots.

How are tariffs determined?

The adjustment of tariffs is always necessitated by factors such as the inflation rate, average increase, which this year is 16.71% on the purchase price by the bulk electricity supplier which usually goes up each year. RoshSkor made a commitment to the community of Rosh Pinah of ensuring secure, reliable and a high quality of supply of electricity.

Tutungeni Service Delivery Fee: What do you pay for?

Plots in Tutungeni are issued to residents on a needs based, at no cost. RoshSkor only expects the residents to pay the service delivery of N$ 100.00 per month for residential plots and N$170.00 per month for Business plots as per their lease agreements. Residents have interpreted these fees with plot fees, implying that they pay for plots occupancy which is not the case. Service fee includes a small amount of all services delivered to Tutungeni, Water Basic, Refuse Basic, Sewerage Basic, and Electricity Basic. Majuju cleaners, roads infrastructure, etc is also part and parcel of the Service delivery fee.

The current operational expenditure structure for Tutungeni amounts to the following per month:

Income per month                                                                            N$356,790-84

Current LOSS on Tutungeni per month                                  N$138,175-64

This does not include the Capital Budget of all the additional projects that is provided by RoshSkor, of which the following are planned for this book year:

• Changing to treated water system from sewer, installing pipeline, flushable toilets, repairing and replacing, as well as new toilets.
• Electrification Capacity increment
• Day Care Centre upgrade
• Installation of new water infrastructure to allow each resident to have their own water meters at their plots
